I suggest that any attempt by anyone to send their units into the other country's territory will immediately result in war in Civ IV.
So if some computer rival wants to sent his settlers to another part of the continent and need to travel through my territory, he has to negotiate a right of passage for me first. Otherwise, trying to enter my territory is effectively delcaration of war. (In Civ III, you can send ur units into enemy territory without provoking war unless your asked to remove your units and you do not comply)
This will get rid of the problem of the AI constantly moving their army to inside our boarder.
