foreign version of the patch 1.21

Does anyone know if there are foreign versions for the patch 1.21 ?
I have a french 1.16f version of CivIII and when I applied the 1.17f patch, all the texts became in English...
I like English language but I prefer French !!

Does the last patch do the same ?
