Forfeit promotion?

I'm playing a game as the Mekara Order, and just started building slugas with overlords. My first sluga has levelled up twice now. The first time I was able to choose the increase work rate promotion, but the second time the only promotion available is 'forfeit promotion for this level'. Is this WAD? Do sluga's only gain a promotion every second level or some such?

What does WAD stand for? Anyway, usually that promotion appears when you can't take any others. It's been a while since I last played The Mekara Order, and I'm afraid I can't really remember much about the Slugas.

Oh sorry, it stands for working as designed. Yeah it seems to be that the slugas can only pick up one promotion and then nothing more. Makes sense I guess, since if both the slugas and overlords could gain the working speed promotions they'd be a bit OP. Thanks for the reply.

WAD = Working as designed.

Well, yes and no. They're not supposed to get XP at all, so their choice of promotions is accurate. The fact that they're gaining levels, however, isn't.

They get all their promotions from their overseer.
