I don't know about a mod, but here's what I do to solve the problem... I changed the order of operations I perform in a turn. I used to get too excited when I saw that I could unlock a new thing, so I immediately went to change the tech or civic as soon as the turn started. After making the mistake you're mentioning several times myself, I changed the order that I do things. First, I look at citizen placement in cities that have grown (for the first 1/2 of the game.) Second, perform all unit movements. Third, go over any micromanagement I need to do. Fourth, select a new tech if applicable, and also see if I need to switch a tech for eureka bonus. Last select a new civic if applicable AFTER seeing if I need to make any card changes. By forcing myself to perform that action last, I never forget to change policies.
