Forts and dissposed air units

A cruise misstle appeared in a fort just inside my enemies border. (I assume because I had just taken one of his cities, but not sure)
I moved my stack into this fort, and the misstle disapeared. Begining of the turn after, the misstle was back and my stack had been dumped out of the fort, this happpened three turns in a row, then I gave up and put the stack on a hill instead
 
If you had flanking units, you could just destroy the fort and be done with the darn missile.
 
alexman, I've had something like this happen with aircraft. I think it happens when a city with the maximum number of air units already present then builds an air unit. It pops out to the nearest place, e.g. a fort. I had a bomber appear in a neighbouring civ's fort.

Thats perfectly normal, (Well maybe not normal, but forts count as airbases, and when a unit is produced that would breach the air cap, the new unit just moves to the closest fort or city, I imagine that you had open boarders with your neighbour and that was just the closest "air space")

What my problem was, was that I was occupying the fort in a time of WAR, and the cruise misstle, (which there isnt an unit cap for), booted out all my troops.
