Seriously, Civ needs this. I was playing a game and my stealth bombers couldn't reach a city (capital). I had to build a city on an island, and then attack. With OCC this isn't even possible (I don't go offensive on OCC but maybe some players do). Basically:
FOB is weaker than a city, and has to be protected. Heals military units like a city. Low upkeep but no pop/food/hammers/beakers. Maybe affects SPs a little. Can transport units to it with special military transport planes (for example: AC-130 carries 1/2 infantry units to FOB). It can be constructed on friendly territory with permission and more upkeep cost. If the AI DOWs you while the FOB is in their territory... It gets destroyed fast. It can hold less units than a city, but you can make it bigger/more defensible with SPs/tech/something.
Also, the AC-130 Cargo/Transport type planes should be escorted by fighters (flying on tile next to/in front/behind/etc of it. They can get shot down while flying. They have a range, and if FOB is not within their range, they can't go to it and a closer one must be built.
More negatives are needed to balance FOBs out, as they would be very strong. Also cannot produce/buy units in them, and cannot expand their small borders. Maybe a civ that takes advantage of them using UA?
