Free Promotions from Technology

Trying to figure out if there is a way to have a promotion give free promotions to eligible units. The few times this is done in-game currently(such as for embark) all have their own column specifically for it and appears to be all handled behind-the-scenes. With buildings you can easily grant free promotions(Great Lighthouse), but I'm struggling to find a way to do it with technologies.

From the tech xml file:
<AllowsEmbarking>true</AllowsEmbarking>

So it doesn't give a promotion, it just allows it. :-/

As Paasky pointed out, at first glance it looks like it will involve modifying the core dll after the SDK is released to add a new XML element to represent your change, like embark is handled.
