Fresh Water/coast wierdness

Posted this in general, but Im thinking now it may be a bug so posting it here.

Why when i settle next to a coast am I getting the checkbox telling me Im next to fresh water? This happens in every game. I should only be getting +1 housing, but Im actually getting +3. I cant tell if this is bug or Im missing something (especially since the civilopedia is almost useless)

EDIT : Just tested a few things. This is a new game with my first settler. I discovered that actually any tile I move to (whether inland or coastal or river), the check box never moves indicating the proximity of fresh water. it always says fresh water regardless of whether im even next to water at all.

Then, when I place my actual city, and look at the details of the city, the housing shows the following :
When I place next to coast : 4 housing total (3 from water)
When I place next to a river : 6 housing total (5 from water)
When I place nowhere near any water : 3 housing total (2 from water)

What the heck is going on here?

Please post a save file.

And to make sure this isn't related to a different bug, please switch to strategic view and see whether there are any hidden rivers (rivers that show in strategic view and in tile tooltips, but not on the main map) next to your settlement location.

nope, no secret hidden river. see my edit above. something is way messed up.
 
OK, save please. And in the meantime you might try revalidating your game files through Steam, just to be sure the problem isn't with your installation.
 
I guess I'm confused about what the issue is. If I found your city in place (on the coast), initial housing is 4, consisting of the default +2 for any city, +1 for the palace and +1 for settling on the coast (gives you +1 Housing from fresh water). If I move your settler inland and settle at the junction of the two rivers, the city has 6 housing, consisting of the default +2 for any city, +1 for palace, and +3 for access to "real" fresh water. So the housing is behaving correctly.

Is your question about the little checkmark under the +3 box on the settle city screen? That checkmark isn't there to tell you whether that location satisfies the requirements for +3 housing -- all that checkmark is there for is to tell you what you might want to aspire to (that's the "bright green zone" for settling), if you want more housing. Similarly, the the big X under the red box isn't there to imply that you are actually too close to another city, its to tell you why you can't settle there.

I did not know that. I assumed the checkmark moved around based on your location. Thanks.

So its not a bug, but its very misleading. Also, its not much use for your first settler because when you click on it, it doesnt show you the map highlighted in reds and greens like future settlers do. So when you are first starting with your first settler, it doesnt help you anyway.
 
You can manually turn on the settler lens for your first settler. I suspect it was not enabled by default to avoid player confusion (if a new game started in settler lens mode).

How? I couldnt find anything. Again, the UI is not helping in this regard. Thanks
 
Just above the minimap are several buttons, the first of which opens a menu of lens options that can be toggled.

I saw those, but there doesnt appear to be one for water. Im at work now so I cant test, but i thought i checked them all.
