Posted this in general, but Im thinking now it may be a bug so posting it here.
Why when i settle next to a coast am I getting the checkbox telling me Im next to fresh water? This happens in every game. I should only be getting +1 housing, but Im actually getting +3. I cant tell if this is bug or Im missing something (especially since the civilopedia is almost useless)

EDIT : Just tested a few things. This is a new game with my first settler. I discovered that actually any tile I move to (whether inland or coastal or river), the check box never moves indicating the proximity of fresh water. it always says fresh water regardless of whether im even next to water at all.
Then, when I place my actual city, and look at the details of the city, the housing shows the following :
When I place next to coast : 4 housing total (3 from water)
When I place next to a river : 6 housing total (5 from water)
When I place nowhere near any water : 3 housing total (2 from water)
What the heck is going on here?
