To answer my own question posed in another thread, yes, it is possible to finish with more civs than you start with.
As an experiment I started as the US on Earth at King level with 5 civs. (Incidentally the missing civs were ruled by Saladin and Suppiluliamus. Maybe they always are. I've never checked before.) The advantage of starting in the Americas with fewer than the maximum is that in addition to having plenty of material (I had a city with a coalfield and a goldmine) you are not normally troubled by anyone other than barbarians and pirates until late in the game.
The bad news was that by the time I could meddle in European politics the Russians had destroyed both the French and the Germans, and had started to occupy Zulu cities. I was down to three civs already. The good news was that neither the Russians nor the Zulus are acedemically inclined so I had to deal only with phalanxes, catapults, and legions.
You have to stay small to split civs so my expeditionary force was of only six units, two bomber squadrons, two armoured divisions, and the ships to carry them. I took Moscow very quickly splitting the 16 cities into 10 Russian and 5 German. I sailed round to Odessa, the new Russian capital, and took that, splitting 10 cities into 4 Russian and 5 Egyptian. I've never done that before, splitting the same civ very quickly. I now had to wait until Moscow and Odessa were recaptured, losing some valuable science in the process, and turned my attention to the Zulus. 8 Zulu cities became 3 Zulu and 4 English.
I already had 6 civs but Europe was a cauldron now with everyone hating everyone else's guts. The Zulus became 2 cities very quickly and I thought I might lose them but they managed to hold on. Egypt with 9 cities and Germany with 6 were top dogs. So I took the Egyptian capital, Leningrad of all places, and Egypt split into 5 Egypt and 3 Indian. I was up to the maximum number of civs.
That is as far as I have got in this game. I have sailed back to the US to do some developing and to watch how things develop. No enemies will trouble me for some time I think.

No. I had three cities, which could be wrong. I am nowhere like up to speed with you guys who launch spaceships in BC. I must practise. I must practise.
I decided I was going to need the Pyramids for high tech war, which slowed things up maybe too much early on. As I was doing research I forgave myself for cheating with the goody huts, saving and reloading until I got what I wanted.
