From Republic to Monarchy

I'm currently playing as the French in Civ 3. I have no idea if the game version is Vanilla or what, 'cause the game was already installed in the PC (it's the family's PC, not mine).

Right now, I'm playing as the French and aiming for an elimination, or histograph victory by culturally attacking my neighbors (meaning I plant a city next to their nearest city, rush the production for temples and libraries, and cause the other cities to flip). I'm also on Regent level on a huge map with about 14 rival civs. I'm not planning on playing any offensive wars, though.

It's only my third game and usually, I play Republic, but since I'm playing that hard-core pacifist right now, and the Americans and Incans seem too agressive, I'm wonderibng whether it's worth it to switch briefly to Monarchy and rush some swordsmen? Or should I stay in Republic, hope the WW doesn't build up, and stay as a punching bag for awhile?
 
"Cultural aggression" is a favorite strategy of mine, pretty much the same way, that is, building temples and libraries (and other cultural buildings) in my frontier cities to make neighboring cities flip. I'm currently in a game as the Egyptians, and I was making French cities defect to me in this manner--German cities too, until the AI Germans started making cultural improvements of their own.

Anyway, back on topic, in my experience (and mind, I've not much), I would recommend staying in a Republic as long as you're at peace, though you can go to Monarchy if you go to war and war weariness breaks out (though do keep in mind that anarchic phase--it can be frustrating if you're not playing a religious Civilization). Do learn Democracy if you can, though; it does seem to be the best peacetime government.

where:
P = probability that it will flip this turn
F = # foreigners, with resistors counting double
T = # working tiles under foreign control (out of the max of 21, no matter what the cultural boundaries are atm)
Cc = 2 if foreign civ has more local culture than you, 1 otherwise
H = .5 for WLTKD, 2 for disorder, 1 otherwise
Cte = Total culture of the foreign civ
Cty = Total culture of your civ
G = # garrison units
D = factor based on relative distance to capitals
 
Thanks guys. I've had a GA already and already a Democratic government. Plus, I've got a tech lead, and the highest culture of the fourteen civs. Six cities have already flipped, and I'm building still more.

But like I said, I'm not planning on a cultural victory. It's a personal challenge to myself, and I don't plan to stop until I've assimilated every civ in this map.
