I'm not talking about the culture. I was playing as the Dutch and the Portuguese failed to settle their capital before the Spanish Culture reclaimed the land. I refused to give that city to them, and they declared war on me. But their units were also teleported (whatever you wanna call it) to that island at the same time. I ended retaining the city and the Portuguese never ended up founding one and they were eliminated. Very strange set of circumstances.
