This doesn't seem to happen all the time but does seem to happen fairly frequently, and I want to see if I'm the only one. Anyway I'll see if i can explain.

When an AI is about to attack a city, before any combat takes place, the health bar will briefly show the health that the computer has calculated will be the final health after all attacks have been completed. The health will then jump back up to its previous position and the combat starts, the health then proceeds as normal being whittled down by each attack until the AI stops its attacks. And the Health is at the previously 'predicted' point shown briefly before the attacks started. Also if the city is going to take enough damage to have it captured the 'preview' doesn't show (which is good) but the health now doesn't whittle down with each attack, its just stays stuck at the same health until the capture happens.

This is an issue as it mean you lose all sense of suspense of the "will I won't I lose my city this turn", when you suddenly see the bar only move down less then you expected and the health returns, you can then rest assured the AI won't capture your city and indeed they don't. Or the other hand if your health bar isn't moving when being attacked you know you have lost your city before it actually is captured.

Anyone else notice this behaviour with the city health bars?
