Check out Monaco, road is connected via feeder route from Kathmandu.
My trade network in the former Ethiopian heartland is working from the 1 road tile connectng my capital to Ethiopia owned by Kathmandu.
But it seems CS doesn't recognize it. I had to build a road from the other side, through the former Roman territories where there is no interruption between my borders and Monaco's and the route to my capital.
It's either the 1 tile border or the worker/gatling gun sitting on the road that's making Monaco's road to capital quest not work.
Seems counter-intuitive to me.
Quest should pay out as long as you connect to your trade network.
Edit: Also note Monaco has a missionary. I'm not sure if it's captured or produced by the Civ, but it doesn't seem to know what to do with it. Actually it seems to be treating it as a military unit.
I think the City State AI should just delete captured missionaries or perhaps gift it back to the owner when things calm down.
