Galley uses ocean (border) tiles

But this is the way it was designed to work. It is illogical for your borders and cultural influence to extend into an area that no unit of yours can reach. It would also make plenty of the resources inaccessible as I have already pointed out.
 
He has a point in that from an intuitive / realistic point of view it doesn't make much sense. If an Ironclad can move through one of 'your' ocean squares there doesn't seem to be a reason that it wouldn't be able to move through a non-owned ocean square.

From a gameplay perspective it's probably a good thing. Expanding your culture in a specific city to meet that other Civ a few turns earlier is pretty interesting. And not being able to just snatch the resource's from anywhere.
