Game freezing when ending turn

After every few turns, the game will freezes from a few seconds to minutes. Is this a problem with my ps5 or the game itself? And can it be fixed?

I play on computer and it's freeze also
My police was, each time it's freeze, I smoke a cigarrete.
But I stop to play, because cigarretes are too expensive nowadays;
