Terracotta Army missing?

I play on ps5. Have played several Leaders. When i check the Wonder build list at turn 1 there is no terracotta army available. Even when i research rush Tactics, it never appears. It seems to have vanished from my game a couple weeks back, as it was there prior to that?

It needs to be built on grassland - if your settlement doesnt have any grassland tiles, it won't show up in the build tab. The box to show non-unlocked things only shows wonders you could build with the right terrain requirements.
