I'm not sure if it's always his hidden agenda, or he has a much higher chance of rolling it...?

I'm not going to see it in this game anyway, (playing as Russia) he has already converting my cities and I'm going to Cassus belli him as soon as my Cossack infrastructure comes online. He has many weak cities on open terrain near my border. He has a slight faith/turn advantage on me, but i'm not worried unless he apostles into one of the unit-purchasing beliefs.

In any case, it's clear Firaxis has not retired this meme.

I too had Nuke Happy Ghandi! This sounds like a trend. Joke's on him though, after I had just won my tech victory I played another turn just drop a few thermonuclear bombs on his head. Enjoy the Gaian wasteland while we colonize Mars!

The interesting thing about it is since Nuke Happy makes him not likely to raise a fuss until much later in the game, he's probably the easiest to make friends with and maintain it, up until nukes enter the picture.

Nuke Happy works much earlier as it looks for all military deterrence not just nuke based, I think
