So the Zulus and I had a war way back and I took one of their cities. We made peace, blah, blah, blah. Then all of a sudden I notice 6 or so of their military units in my borders. I send what few military units to that city and make more. The Zulus finally declare war and I lose that city. Luckily I had a save not too far back to i loaded it. Built up a good military and when they offered Open Borders I moved my military to their nearest city (our borders are right next to each other). And what do you know, they send their units to my nearest city. I declare war by attacking their city with my archer, but... it doesn't happen. All of my units are moved OUT of their borders, away from their city but their units aren't moved. I reload a quick save and wait for them to declare war instead. But what do you know, ALL of my units are again moved back BUT his are STILL in my borders and STILL get to attack my city and almost take it. In the same turn they declared war. Why can't I do this? Why are my units moved away from their borders while declaring war but not vice versa?
