I have always felt it was a little weird that Golden Ages had no direct impact on culture.
Would it make sense to include some culture bonus, for example 25% or 50%?

Just a thought.

That does make sense, because not only in the golden age of Athens were several technological advancements made, but up went the Parthenon.

They can already affect culture. A Golden Ages boosts commerce - which can be used for wealth, research, culture or espionage, so the player gets to choose which is most useful to them via slider adjustment.

1. Is it possible to allow the Great General to be one of great people the allowed to start a golden age? (So if you needed 2, one could be a Great General and one a Great Merchant, for example.)
2. Would this be a worthwhile revision?

It's possible but I don't think it's a good idea. When Golden Ages occur is regulated by GPP generation, Great Generals are spawned from an entirely unrelated mechanic. Makes it too easy to create on-demand Golden Ages without drawbacks.
