Got a leader, how to build an army?

So I got my first army ever. I'm the Babylonians, have one city (playing on a custom map, but I didn't change any 'leader behavior' fields in CivEdit). That city got attacked and I got a leader out of it.

Only, now I can only use the leader to hurry production. I try pressing 'b' or 'shift-b', and nothing happens. I look at the unit's options, and there's a 'hurry production' button (when he's in the city) but no 'build army' button. I have tried building more units, but this doesn't help.

I even tried building a second city, but no army can be built there either (even if occupied by multiple units)

What's going on?

How many cities do u have total?

One total city (like I said, custom map). And then I tried building a second to see if that helped.

Not completely sure on this, but I think you have to have at least 4 cities for each army u have.

Correct. When you have at least four cities, bring the units you want into the city with the leader. There will be a button when it's the leader's turn that looks like some stick people standing in a row. Click it. When it's the turn of the units you want in your army, a "load" icon will appear in their orders. "Load" the units you want in your army, and you've got an army.
