As already discussed the fact that there is no corruption in Democracy is irrelevant in OCC. So is the fact that a city that revoltes for two turns consecutively overthrows the government.

I didn't know that about the Palace making a citizen happy in Democracy. Since I had Shakes I wasn't paying attention. Nice to know...

Anti-bribery seemed the most useful part of Democracy this time around. Once the rest got it my poaching went way down. The last ones, the Persians, had a ship permanently stationed offshore looking for units to buy... Had to troll for Barbs after that...
