governement problem

I conquire nearly all the indian s map with chinese.
I m under democracy.
And i m searching a good way to make my new territory less
corrupted.
I already have build the forbidden palace in another part on my big empire.
I notice that i can t build a palace into the old historical capital of india (delhi)
I really like to develop this new region.
Democracy is the governement type, but limited for a big empire
like the one I have.

There's not much you can do. When i conquer other areas most them become land fillers. They have no purpose as in producing units, wonders etc. but there just to give me more land and more population which = higher score. Rush a temple and then a courthouse is all I can say.
