Government Types & Effects

First of all, government type should be distinct from economic system. The Soviet Union in it's final days was actually a Republic, a socialist Republic mind you, but still a Republic. Under Stalin it was a Dictatorship - a Socialist Dictatorship. See what I'm saying? There should be no such thing as a Communism government type because Communism is an economic system, not a government type. You can have a Communist republic, democracy, dictatorship, etc. Just as you can have Capitalist versions of all those. Just something I wanted to get off my chest and hopefully Firaxis is listening.

Now, with that said I would like to propose new government types in addition to those already included in Civ 3.

  • Confederacy - Corruption/Waste is minimal because every one of your cities is essentially an independent nation but you are all banded together into a confederacy. I think that in thise government type you can only control your capital cities and all other cities will act somewhat autonomously, but their military units will be under your control. Perhaps it ought to be possible to form a confederacy with 2 or more Civs? It would make some interesting gameplay.
  • Fundamentalism - The government is controlled by the clergy. Scientific research is severally hampered under this government type, but fortunately you benefit from increased happiness (or at least contentness) and also religious/cultural bonuses. Your military units also have a morale bonus.
  • Minarchism/Libertarianism - Government is reduced to the very most minimal level. All research and so forth is conducted by the private sector which means you do not have any control over it. Tax rates should be capped at 10-15% maximum and so you cannot field a very large army. One benefit though, is that your cities can build private militias which require little or no maintenance. They are not as good as professional armies, but you can maintain alot of them because they will be dirt cheap.

Other things I would like to see is more government specific structures and units. For example, maybe Democracies could build "liberty ships" which are really cheap destroyers that have some transport capability (the USA built them extensively in WW2), or maybe Fascist governments can build stormtrooper units which can enslave enemy units much as the Javelin Thrower unit for the Maya can. Perhaps the enslaved units can be sent to cities and used to rush improvements? Knights should also only be constructed by Monarchies/Feudalist governments, and so on... Governments should have UUs the way Civs do... And there should also be government specific city improvements and wonders.
 
My thoughts for new government types, then, are:

Classical republic; Classical Democracy: The 'Classical Age' version of these government types-possibly giving more corruption, lower war weariness and less leeway on your S.E. settings than their modern counterparts.

City State: Similar to a monarchy, only less corruption and more war weariness.

Aristocracy: Like monarchy, only more corruption and less war weariness.

Dictatorship: Less war weariness and corruption, but higher MP needs.

Hagiocracy: Earlier, polytheistic version of Theocracy. More open and tolerant, but also greater war weariness and corruption than theocracy.

Also introduce the Oligarchy, Imperialist and Tribal Council into the epic game.

'Plutarchy'?? Or is that a little TOO much detail?

Keep Feudalism from Civ3, and also bring in Constitutional monarchy.

Industrial/Modern Age could feature the standard Modern Republic and Modern Democracy, as well as Fascist and Junta government types. In addition, you might also have Environmentalist, Technocracy, True Anarchy, Libertarianist and Meritocracy governments.

Oh, and how about the 'Total Law and Order Party'? ;) :lol:

Seriously, though, aside from these main government types, all other differences between governments would be based on S.E. settings. Also, many Governments should have a specific unit, improvement and/or Wonder that civs of that government-type can build.
