Government Types (for FIRAXIS !?)

I've just been poking around in Civ3Edit and I notice that each Civ has a Preferred/Shunned Government Type

What significance (if any) does this have?

Does it affect Culture flips? (are cities from another Civ more likely to flip to me if I'm running that Civ's preferred Government - and vice versa)
Does it affect the happiness levels of my citizens?

What does it mean - I can't find anything anywhere that refers to it

I inferred this from other threads, that the AI chooses gov'ts from their Favorite government list and doesn't do a revolution into a shunned gov't. So that's all that fav and shunned gov'ts mean.
