I like to play huge maps and use to keep the cities happy late in the game when they can´t do that much harm. I also use it in anarchy to keep them happy.
I use them to manage citizens moods. On a huge map when you've got 30-50 cities going arround each thurn to check on citizen happyness would be a hassle.

I use them a lot, mostly for the same reason noted above. I've seen them bad-mouthed a lot in this forum, but I keep finding that they're usually pretty smart. For instance: I often find they're smart enough to turn food production down to zero when they've maxed out at 6 or 12 and need an aquaduct or hospital to grow further. Once they get the needed improvement they'll switch back to food mode. However, they sometimes need a push: if the aquaduct was just finished and they're still at zero food growth open the governor screen, then close it without changing anything and you'll see the food/shield ratios change. Governors usually emphasize food, even if you tell them not to. About the only time I don't use them is when I'm trying to speed up a wonder.
