Govs and war modes.

I read that stuff about the nationalism(you'll be able to switch to war mode or peace)...but what about the other govs?
Despotism:war
Monarchy:war
Republic

eace
Communism:war
Democraty

eace
???
And what if you're in peace and another civ attacks you?

Well what happens now in Civ2 when you're being peaceful and someone attack you. Don't you think your choices will be roughly the same?
You could:
* try to negotiate, or
* call on allies to help you, or
* ignore the attack because you're so strong, or
* change/rebalance your government to something more warlike and retalliate, or
* cut off trade to your new enemy, or
* run!
