This is the replacement for my Historical Still Leaders Mod v0.5 which never got posted.
The RK Basic Leader Pack is here:

Here is the readme:
RK BASIC LEADER PACK v1.0
This mod replaces all animated and still images of the leaders in Civ3 with historical or otherwise well-known still images of the same leaders.(*)
UPSIDES:
(1) Perhaps you think the leader animations are silly and want the game to be more serious- looking. I didn't make this for that reason at all, but it's a thought.
(2) Now, you can create a new civ's leader (e.g. Gustavus Adolphus of the Swedes) consistent with all of the other leaders in about five minutes. Or I can, anyway, and you can if you try. Hopefully I'll be putting out new leader packs shortly.
(3) Variety.
DOWNSIDE:
(1) Less animation=less interest, arguably.
(2) Leader images no longer reveal their moods or eras. This information is available in other places, but it is an important downside.
(3) Leader images for the endgame no longer are reflective of the nature of the victory. This may make some of the end-of-game victory screens seem a bit strange. This does not of course affect gameplay.
I would like to remedy (2) & (3) in future versions by adopting some simple device to indicate the moods and the victory types. I very much would like to hear suggestions for this. But I want to keep it simple & systematic. I don't want to edit the faces to make them smile or scowl. The point is to be able to decide "I think I'll play the Assyrians" and then be able to do so with a decent image for Ashurbanipal in 5 minutes.

INSTALLATION INSTRUCTIONS
Back up at least your /Art/Advisors /Art/Flics and /Art/Civiliopedia/Icons/Races folders. Of course, you have the CD and have saved all your other mod installation files, so nothing really bad can happen.
Open the zip file and target the Civ directory to extract all files. (The directory you target should have a subdirectory called \Art.) All of the files will target the Art directory and the other subdirectories from there. If you get an overwrite prompt you did it right. If you don't, you didn't.
***********There will be a file called RK BASIC LEADER PACK COPY UTILITY.bat in your Civ directory. You can look at the contents of this file by opening it in a text editor like Notepad. It should read:
copy Art\Flics\??_01.flc Art\Flics\??_02.flc
copy Art\Flics\??_01.flc Art\Flics\??_A01.flc
copy Art\Flics\??_01.flc Art\Flics\??_A02.flc
copy Art\Flics\??_01.flc Art\Flics\??_B01.flc
copy Art\Flics\??_01.flc Art\Flics\??_B02.flc
copy Art\Flics\??_01.flc Art\Flics\??_C01.flc
copy Art\Flics\??_01.flc Art\Flics\??_C02.flc
copy Art\Flics\??_01.flc Art\Flics\??_D01.flc
copy Art\Flics\??_01.flc Art\Flics\??_D02.flc
This BAT file copies the leader animations to all the necessary files. Using this cuts the download size to about a third. Run this once. Then you can delete it.************
(Note: I realize that I could have avoided the need to copy these through using the CivEdit utility. However, since there is presently no way to combine multiple BIC files created with that tool, I wanted to avoid that.)

CHANGES FROM RK HISTORICAL STILL LEADERS MOD v0.5

-Vastly easier installation
-Fixes numerous palletting/transparency problems

(*)With 2 exceptions. First, Cleopatra is replaced by a (beautiful) bust of Nefertiti because (a) there are very few or no good images of Cleopatra and (b) Nefertiti was a stronger leader in Egyptian history anyway. You can easily change the name to Nefertiti in CivEdit if you choose. Second, there are no decent representations of Montezuma, who is represented by a photo of a pyramid at Teotihuacan and an Aztec calendar-disk.
