gray star next to city name

Hey,

later in some games I have seen a little grey star appearing next to a city's name. I haven't been able to find out which meaning this has. Can anybody enlighten me?

Gray star = forbidden palace city (or Versaille city also, if i'm not wrong)
It's a second capital ; maintenance cost around it is lowered.

Correct with the Versaille thingy.

The star indicates that the city is a centre of government, and as said before, maintenance costs around it are lower.
