Green Buy Light Bugged?

I've noticed that the Green Buy Light is lit up often before I actually have the funds to purchase said item. Why is that? Will the AI automatically sell stuff off to get the funds? If so, do I take a chance of it selling off something I don't want to get rid of or is this a known bug? I couldn't find any information on this so if you've hit that buy button before you had enough gold, would someone mind sharing that result with me?

You can convert CivBucks into gold, but there's a limit on how many times you can do so. If the total of <gold on hand> plus <gold you can buy> is greater than the price, then the buy light greens up. You don't have to have CivBucks for this to happen. When you click the buy button if you don't have enough cash, it confirms that you want to spend CivBucks.
