Grievance continues after civ eliminated (Should be Fixed)

I captured some cities of another civ. His last city was losing loyalty and about to become a free city. The cities I captured had the 'typical' [not sure how much they're supposed to have] grievances following my capturing them. While I was at war, the civ's final city became a free city, and the player was eliminated. However, many turns later 30-50 turns and the cities from that civ are still showing 10 reduced loyalty because of grievances from the original civ. I captured the free city and it became part of my empire; but it appears that because I never made peace with the other civ but also didn't conquer him completely [letting the loyalty mechanic cause him to lose his last city], the cities I captured from him never show a lessening of the minus 10 loyalty from the grievances resulting from my capturing those cities.
 
Should be fixed, per patch notes:
  • Grievances now decay between dead civilizations. Prevents negative Loyalty modifier from hanging around after defeating the city's original owner.
