I think this would be a great addition to Civ.
How it works:
Montezuma, Catherine, and Bismarck are bestest buddies. They can make a three-way diplomacy board and propose, let's say, a 20-turn equivalent of permanent alliances in Civ 4. If one of them achieves victory during this time period, they all do. If one of them goes to war, they all do. Their land/population is pooled together for a domination victory. They are all separate voters at voting things, but they count as one voter if they qualify for the election.
To make it actually used by humans, there would be a decided-upon tax on imports to their nations from outsiders. This tax would not be able to be applied elsewhere.
To stop it from being an exploit, you would need to wait 10 turns between usages, and each lasts 20+.
