I recently installed a GTX680.
It runs well on other games, but on civ4 bts, there is some stuttering that shows up when the map is scrolled. What I figured out is that the driver senses that a high frame rate is not needed when the map is fixed, and reduces it to 30fps to save power. When you then move the map, the movement is jittery.
To solve the issue, I opened the nvidia control panel, and accessed 3d settings.
For civ4 bts, I changed the power management mode from the default adaptive to prefer maximum performance. I also changed the maximum pre-rendered frames from use the 3d application settings to 2. The frame rate is now a constant 60.
I don't know which fixed the problem, but the problem is resolved.
