I've included 2 pictures of this error. One before and one after the bug occurs - it only seems to appear if you highlight a dialog box.
My init log in the My Games folder shows no errors.
I had a similar issue to this with Freedom Force Vs The Third Reich which was also based on the same or near the same engine as Civ 4.
There was a driver fix for that which I am going to try now (5.5 catalyst to be precise). My card is a Radeon 8500, I'll update this post if the newer driver fixes it. As I'm on an older card I am somewhat reticent to upgrade to the latest driver 5.10.
Apart from that the game runs brilliantly on such an old card, it defaults to high settings all around and hasn't crashed for me once. I didn't even need to use the ATI fix to begin the game
