Gypsy Wagon Question

This may soudn a bit stupid question, but how do Gypsy Wagons actually works ? Does it just have to be in a city, or is there an action button to implant the Gypsy Camp ? Because Ive never seen such button.

I have also noticed that they can enter ennemy's borders.

Additionally, but this may be a bug, I had one standing in a city of a civ I had open borders with, and it has been attacked and destroyed by the said civ...

They work automatically. Whenever they are in a city, they make the gypsy camp builing in it. If you use Loki, you can enter the city screen and see the building and it's effects.

They should be safe from attack. Is it possible that it was attacked by a unit with hidden nationality?
