Am i right saying that Workers will build improvements at 400% speed if i build Hagia Sophia and use serfdom as civic? And do you find it a great combination if you have used it?

I think serfdom only gives 50 % faster workers. I have used this and there is a marked difference in the time taken.
I can't remember on Hagia Sofia, I have only built it once a few months ago!

Serfom and Hagia sofia (or later steam power) increases worker speed by 50% each, which means they reduce the time to build an omprovement by 1/3, so if you have both, your workers build improvements three times as fast as normal.

?

If both are 50 %, then workers work at 100 % + 50% + 50 % = 200 %
Thus they are twice as fast.

Uhmm.
Have to try it out. I don't know how the bonuses stack.

I wouldn't recommend building the Hagia Sophia, though. Once you get it, it only works for about 20 turns (quick speed)...just research Steam Power earlier instead. I usually go from Serfdom to Emancipation once I discover Steam Power.

If not for the effect, Hagia Sophia is useful to build for the GE points, combined with Hanging Gardens and/or Pyramids. Especially as you can only get 1 Engineer specialist until Assembly Line and GE points are quite rare.
