Hall of Fame points are reduced after victory

I have just finished a game and have had a Diplomatic Victory. After the game announces the Diplomatic victory, the hall of fame normalized points are reduced by approximately 50% of the points that were accumulated during the game. I then replayed the final part of the game so that there was a Domination Victory and the Hall of fame Normalized points were reduced by 50% again. I have won time victories in the past and the point values did not change.
Any one see this same problem?

the score you acquire during the game is normalized after winning - the decrease you see is due to your difficulty level - everything below noble is penalized while above noble there is a positive modifier...

I was playing a custom game at the Noble level. I did not allow a time victory on the game. I checked my hall of fame points before I won the game and they were recorded and normalized the same as what was shown in the game. Then I went and won the game at year 2111 and won with Domination and replayed to win at Diplomacy. In both cases my points were cut in half from 7200 to 3600 points. Is there a penalty for exceeding the year 2050 even in a custom game when you do not allow a time victory?

yes - points decay - with 2050 having a multiplier of 1 - earlier wins have higher multipliers (its an exponential decay) and later wins tending towards a multiplier of 0...
