I have been able to create corps and armies in the industrial era and later (where you stack multiple units of the same type together), and I've seen the AI use them in the renaissance, however I haven't been able to find the tech or civic that unlocks them. There is no Civilopedia entry on them, which is super annoying. The only thing I've found is the description of the Military Academy which says it "helps you train corps faster," so maybe it is related to XP?
For anyone think that corpsifying ranged units would give multiple attacks, no such luck. It just increases ranged and melee strength, same as melee units. Also, you can't unstack them after you make them. But it does seem really handy for superpower ed cavalry and infantry units.
