You only get free buildings when :

-You build a wonder

-You found a city with a settler

In all other circumstances, the game does not award you the free building. Take an enemy city with the great lighthouse? No free lighthouse for you. Purchase a CS via diplomatic marriage? No free monument. Take back your OWN city from an enemy? All your free buildings have vanished.

It's not a bug: most buildings have a fairly high chance of being destroyed when a city is taken.

The free buildings from wonders are a one-off awarded when it is built, and even if the building isn't destroyed when you take the city, I think it is quite deliberate that you don't inherit an AIs maintenance-free lighthouse/harbour or whatever.

And yeah, the Tradition policy only counts for your own cities. Fairly sure that's deliberate too.

Also keep in mind all cultural buildings are destroyed when you take over another city (via diplomatic marriage as well as conquering).

Well, unless it's the CN tower, which gives free broadcast towers to any city you have including ones you just conquered.

How do you know its intended? Have the devs ever said its intended? It's quite silly that im encouraged to rage a small city rather and found it with my own settler rather than take it over, because i actually get free buildings when i do that.
