A unit that does nothing and stand in a city during a turn is garrisoned.
If you attack with the unit you loss the extra defense until next turn, not sure if thats true of the happiness from honor and the other policy effects.
This future create issues with the ranged vs melee (that does nothing) as garrisoned unit, since you loss the garrison effect by attacking.
I think you loss Traditions Oligarchy effect, so make sure you shoot with the city first then the ranged unit in the city.
Simply moving a land military unit into a city is now the act of garrisoning. Unit's "auto-garrison" as soon as they're in a city. It's better this way because you can use a ranged unit in a city to bombard incoming enemy units without doing so being considered un-garrisoning the unit. This means you keep any social policy benefits relating to garrisoned units and also keep their addition to city strength, despite using them. This is a very welcome change from vanilla Civ5.

In G&K if you use attack with a unit in the city and then shoot with the city you still get the SP bonus (as long as the unit ended its turn inside the city).
