My monitor's res is 1600x1200 60hz. Yet the game when set to that or any resolution just doesn't display correctly. I only ever see part of whats shown as its too big to be shown in its entirety on my monitor. I had to disable the intro just so I could see the Options button to click on it. I have to run the game windowed. That about sums up my problem. Runs fine windowed, but I want to run it fullscreen as I'm always tempted to click the red X in the upper right to close out the city screen 
. Is there a fix for this?
Ok for some reason I just tried direct x 9 instead of the "recomended" 10 or 11 or whatever it was and now I can do fullscreen any resolution but w/o AA. Least I haven't figured that part out yet. Anyway hope my experience helps someone. All seems good.
