Health Effects Mod

This mod severly increase the penalties/bonuses from negative/positve health making health a more important factor in the game.

I will likely release and update tomorrow or on sunday which will add health levels to cover each 0,4 and 7 steep for example between 20-30 their will be 3 health levels at 20 24 and 27.
Health will now have levels covering from -100 health to 100 health.
Health will also affect soldier strength, food gain and energy gain but mostly only on their extreamum.
