1. Start a game of Civ 4... either a new game or a saved game, doesn't matter.
2. Hit Alt-Shift-D
3. Put a checkbox in "Enable Debug Tools" and click OK
4. Hit Ctrl-D to bring up a debug window, and play around

If you provided an admin password, then somebody would have to provide that password any subsequent time they hit Alt-Shift-D.

Seems like Firaxis made it possible for modders to protect their mods from cheap knockoffs from unexperienced modders (who might take credit for all the work and make minimal changes). That's cool, but I can't check it out yet. If what you've said is what I think you've said, this would be the ultimate project protection. Thanks
