HELP: Can't build a city

I have searched the forums and come up empty. For some reason it wont let me build more that three Cities. every settler i send out will only make a settlement. What am i doing wrong?

thats a kurioate special, they only get a few super cities (notice the huge city radius), the rest are settlements

Cant they have 4 or 5 super cities on a huge map though?

it depends on the map size, i was explaining why it wasnt allowing him to make more cities, not fully define how many cities they can have on every mapsize lol
