I recently found out that one can edit Leader AI personalities according to the various traits associated with each leader. For example, every leader has a value between 0-10 that tells how likely they will do something, such as favoring war, favoring naval units, building wonders, focusing on science, etc.
I found the XML files that are apparently associated with these in Assets>Gameplay>XML>Leaders folder (for vanilla leaders) and the first time I tried changing these values simply under notepad and had no success (despite how extreme values I inserted into the fields, the leaders seemed to still play as they normally would). The second time I downloaded a program called XML Spy the same thing happened...no matter how much I focused on dropping in 1-3's and 7-9's, the leaders still seemed to stick to the same play style that each one was designed to originally.
I've reopened the files and made sure that the values I inserted stayed the same and I've received no error messages in this.
I was wondering if there was a component that I was missing in regards to changing AI personalities?

correct path for BNW is C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization V\assets\DLC\Expansion2\Gameplay\XML\Leaders. And you may also have to look in the GODs&Kings folders here: C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization V\assets\DLC\Expansion\Gameplay\XML\Leaders for some of the leader infos because when Firaxis released BNW they only added leader info that was new and/or needed adjustment for the BNW expansion. I suspect you were trying to change the files for the Vanilla expansion.

As a general rule though you need to be real careful when changing the game's base files. If you screw up it can make the game not want to load. You can still fix this by having steam 'fix' any altered files back to the original. But in general it is not a good idea.

I'm not sure what you mean by
no matter how much I focused on dropping in 1-3's and 7-9's,
