Help - Graphics Bugs When Adding New Content

I need some help. I replaced the American Civ with the Swiss Civ. Everything went fine until I tried to replace the Abe Lincoln leaderhead with a Swiss Flag. It works fine in the Civlopedia, but under the foreign advisor screen, I get an odd, squarish, cyan border around my civ's circle. What am I doing wrong? I presume this is an issue with the swiss_all.pcx file I created, but I don't know what it could be. The image is 8-bit, and magenta is in the last pallette slot.

A separate but related issue is the large Civlopedia graphic for a new bonus resource I created, Waterfall. I used one of the other large resource .pcx files as a base, but the image came out looking all speckled instead of smooth, and the bottom of the blue to white gradient looks bright magenta. Again, I assume it's a transparency or pallette issue with the image. Anybody have any ideas?
