HELP ME it doesnt tell me the Civic Effect !

My Civ4 BTS doesnt tell me the effect of all civics. But it does show in Civ4 vanilla
My BTS is updated to 3.19 and ive just notice this problem but iv also never notice the change when i adopt into something but its really make me feel nervous. anyone know how to solve this ? HELP PLZ
