Help to make a earth map?

Hi, I have never modded before, but I want to take the regular earth map for civ (or perhaps one of the bigger ones like carter earth) and simply modify it. (for fall further)

Here is what I want the map to include:
1. a close scale representation of earth
2. The ability to put the different resources on the map
3. Fixed starting locations for every civ based on it's terrain features (for example, malakim in egypt, lanun in japan, illians in Canada, lizards in the amazon) To me this seems awesome as I can spread the different civilizations wherever I want, rather than crowding them in europe)

How do I make this? Can I do it with map editor or do I need other tools?

Hi,

the above mentioned map is 2 years and well tested, but it lacks the new civs like the Lizards.

So maybe some change would be interesting.
The used earth map is the Rhye map, which has a relatively bigger Europe (actually double the original size :) ) and accordingly smaller Africa (for gameplay reasons as most civs in Vanilla civ are European ones).

So I suggest following setup.

Americas
Canada: Doviello
MesoAmerica: Cualli
Brazil: Mazatl
Peru: Khazad (the idea is that the dwarfs once inhabited the entire mountain range from the Rocky Mountains till the Andes, then when the climate cooled down, most dwarfs retreated to the South, while some where cut off and then crossed the Bering Strait (passable in cold climate) to reach Japan and found a distinguished culture - the Luchuirp)
US East-Coast: Bannor (in spirit with the Mayflower settlers, who thought themselves to be rescued from the European hell)

Asia
Japan : Luchuirp
India: Kuriotates
CentralAsia: Hippus
China: Calabim
Australia: Sidar

Europe
Germany: Ljolsalfar
Russia: Svartalfar (with neutral leader)
