The Mac Civilization comes with 4 disks. You don't need all of them in order to play that but copying all of them on the HD will give you the choice between color (256 and only256) and B&W. Actually one disk contains the B&W data and another one has the color data (only 256) file.
So, yes (and fortunately!) you can play Civ in color.
Now the MacCiv is very special and fussy indeed. You MUST be in 256 colors mode in order to play it in color, otherwise the dumb system automatically uses the B&W mode which is, indeed, totally stupid. I had a LCII and was always on 16 colors mode. I had to switch to 256 before launching the Civ application. If I forgot to do so, the BW mode was ran... annoying but I wouldn't blame Sid Meier
