Help with publishing

I made a mod adding the Austro-Hungarian empire to the game, but when I select it to try to upload it to the Mod Browser, the online services window says "check extension."
What does this mean, and does anyone know how to fix it?

You get this error if you try to upload the .modinfo file (or indeed any of the files in the mod) instead of the .civ5mod file

Look in the "...\My Documents\Firaxis ModBuddy\{mymod}\Packages" directory for the .civ5mod file and not in the "...\My Documents\My Games\Sid Meier's Civilization 5\MODS\{mymod}" directory at the .modinfo file

it's not working
I downloaded it from the mod browser and activated it, but when I try to start a game, Austria-Hungary was not on the list of civs.
 
You should NOT be uploading a file until you're sure it actually works. You don't need to upload to be able to use a mod on your own machine; uploading is only for when other people want to use it. This is why the Mod Browser is so useless; people keep uploading things that never worked to begin with, and there's no easy way to tell.
 
how do i test a mod without uploading it?
How do i tell what is wrong with it? I checked the debug logs, there were no errors.
