Heron Throne: What is it?

I was playing FFHII and I stated wondering about the Heron Throne, yet when I check the civilopedia, it wasn't avalible.

Any speculation about what it could be?

My guess would be that the "Owning the Heron Throne" is a title bestowed on a person/people who are particularly adept at harvesting the ocean's bounty. That, or it's some kinda magical voodoo fishery-type building.

A title would make sense, but it is shown as a building...

So are the Necronomicon, Tablets of Bambur and Song of Autumn, no? Gotta have some sorta physical representation...

The one who sits upon the Heron Throne gains mastery over all the fishing birds of Erebus (not only herons...). This causes them to flock to the city wherein the wonder resides as to a place of pilgrimage, bringing with them part (the very best part) of their catch as tribute to their monarch...
